Not sure if this is a bug but I tried to turn off ads for all and each of the levels of membership in the membership section of the admin panel and none worked.
Turn off ads in the site panel of the admin section for the entire site does work.

Could you test this out at the demo site: http://www.phpfox.com/demo/
I tested it there and it seems to be working fine.
To login as the admin on the demo site go here:
http://www.phpfox.com/demo/demo.php?admin=login
Then try to turn off the ads for only admins then browse around the site as the admin and check if you see any ads.
Get back to me if you still have problems with this.
Ill look into this to see what might be wrong.

Hey Mike,
I think I know what happened. I was under the impression that I could turn the ads off for a members profile page. Example...if you become a VIP member, the ads on your profile page will be turned off.
The way that it's currently set up is that... if I turn off the ads for a normal member, the normal member's profile page still has ads but if the normal member logs in, the ads for the entire site are turned off, not just the profile page.
My mistake...I thought that if I turned the ads off for a normal member, it would remove the ads from thier profile page wether they are logged in or not. I just misunderstood the function.

Actually that way you said it, is really also a good idea. Ill add your idea to the list of future updates cause i think this would also be something that could be handy for admins to control. :D
